Flag State Inspection
The National Maritime act 1997 and the Maritime regulation of Federated States of Micronesia require that all vessels registered under the Federated States of Micronesia Flag should be in compliance with Marine Inspections as needed from time to time.
Requirements needed when:
* A vessel has at least one detention in the last 12 months at the time of registration. The Federated States of Micronesia (FSM) Flag Administration may request a Pre-entry survey to confirm that all previous deficiencies have been rectified to the satisfaction of the FSM Flag Administration. The cost of this Inspection must be paid by the owner at the time of registration.
* If a vessel under the FSM Flag is detained and the deficiencies show a breakdown on the ISM system onboard the vessel. The FSM Flag Administration will review the detention report and if deem necessary, a Flag Inspection will be applicableto the vessel in order to maintain the Registration with the FSM Flag. The Inspection can also be required to the offshore company as well. Such inspections are paid by the owner.
* An Annual Inspections are required to be done at no cost to the owner. If a registered vessel under the FSM Flag has showed good record with the PSC and the Recognized Organization, the Flag Inspection may be waived for two years. This decision will be made by the FSM Flag Administration upon review of the vessel’s history in a yearly basis.
The Federated States of Micronesia Flag Administration has a strong network of experienced Marines Inspectors worldwide.
The ship-owners or operators are welcome to ask the Maritime Safety and Environment Protection for local Flag Inspectors where the vessel is trading in order to avoid any delay due to a required Flag Inspection.
